Learning knowledge efficiently by reading requires a skill which we can call full literacy (FL) reflected in PISA results. It can be acquired in two ways. One has first to learn the basic reading skill (BRS), which means readiness to decode or sound out text accurately and fluently. Because BRS is not enough for FL one had to take a second step.
